Dexter Crouch

Dexter Crouch is a dedicated healthcare and public safety leader with over 25 years of experience in healthcare administration, law enforcement, and behavioral health services. Originally from Buffalo, New York, Dexter was inspired by his mother’s example as a Buffalo Police Officer instilling in him lifelong values of service, integrity, and compassion.

As Chief Executive Officer of Divinity Home Care in Fishers, Indiana, Divine Harmony and COO of Our Compassion Home Health LLC, in Indianapolis, Dexter leads organizations that provide compassionate support to individuals with developmental disabilities, autism, and aging needs. His leadership is guided by a commitment to quality care, operational excellence, and compliance with state and federal standards.

A proud U.S. Army veteran and Service-Disabled Veteran-Owned Small Business (SDVOSB) leader, Dexter’s career reflects his deep dedication to serving those who have served. He previously served as a Federal Police Officer with the U.S. Department of Veterans Affairs and as a Legal Instrument Examiner with the VA Fiduciary Hub, where he supported veterans and their families in managing financial and legal affairs with integrity. His Army service as a Dental Hygienist further reinforced his passion for holistic well-being and service to others.

Dexter also serves as Chief of Police for ICSPD in Indianapolis, overseeing operations, officer wellness, and community engagement initiatives that strengthen public safety and trust. His unique dual experience in healthcare and law enforcement provides valuable insight into behavioral health integration, crisis response, and systems-level collaboration.

Currently pursuing a Master’s in Psychology at Indiana Tech University, Dexter continues to expand his expertise in behavioral and community support. He holds a B.S. in Criminal Justice (Homeland Security & Emergency Management) from Strayer University and is an Indiana Law Enforcement Academy Graduate. Dexter is also recognized as a NASRO Practitioner, a status awarded to officers who excel in the area of school-based policing.

Dexter’s mission is rooted in service to veterans, to vulnerable populations, and to his community. As an InteCare Board Member, he seeks to leverage his experience to advance behavioral health innovation, strengthen veteran initiatives, and promote equitable access to quality care. Dexter remains deeply engaged in mentoring, outreach, and initiatives that inspire hope and empowerment.
